The border or twin cities have their own specific, similar problems and often similar ways of development. The knowledge about the examples of problems’ solution and best practices of successful development and cooperation of border cities are hard to over estimate. At the same time this knowledge can be of much use to make easier to find the right way and doesn’t allow the border cities to make the same mistakes that were made by other border regions.

City Twins Association was created with the aim to share the experience and best practices to solve the common problems of the border regions and  their successful balanced development.

City Twins Association was established in December 2006 as a result of City Twins Cooperation Network project (2004 – 2006), co-financed by Interreg IIIC Programme.

The Association is concentrated on developing cooperation between the bordering twinning cities in the following sectors:

  • Co-operation between the city administrations
  • Local industrial development
  • Promotion of labor mobility
  • Social and health issues
  • Border crossing
  • Education and training
  • Cultural co-operation
  • Co-operation of the third sector / citizens
  • Promotion of interests of the city twins in different political levels (national, EU-level)

At present there are 4 city twins’ pairs in the Association:

    1. Imatra-Svetogorsk (Finland - Russia)
    2. Narva-Ivangorod (Estonia - Russia)
    3. Frankfurt(Oder)- Slubice (Germany- Poland)
    4. Valka-Valga (Latvia – Estonia

The CTA members are situated in the North East Europe on the inner and outer borders of the EU.
